Odvolanie parlamentu prostredníctvom ľudového hlasovania v členských štátoch Rady Európy

Od vzniku Slovenskej republiky boli hlave štátu doručené tri petície občanov, ktorých predmetom bola požiadavka na vyhlásenie referenda o skrátení volebného obdobia Národnej rady Slovenskej republiky. Obsahom príspevku je v tejto súvislosti komparatívna analýza existencie obdobnej možnosti v ústavných systémoch iných členských štátov Rady Európy, a to vo vzťahu k celoštátnemu parlamentu a tiež smerom k parlamentom federatívnych jednotiek. Výsledkom komparatívnej analýzy je zistenie, že obdobný nástroj na vyvolanie predčasných volieb je zavedený len v Lichtenštajnsku, Lotyšsku a v menšine federatívnych jednotiek Švajčiarska a Nemecka. Oproti Slovenskej republike je rozdielom jeho explicitný ústavný základ, a len minimálne využívanie.
