Access of third country economic operators to the EU public procurement market

Abstract

The paper focuses on the analysis of public procurement markets within the European Union and third countries. It defines the way in which the European Union’s single internal market for public procurement works, the basic contracts on which relations with third countries are based, and analyzes the policy and basic objectives of the European Union in public procurement. The author also discusses the current situation regarding access to third-country public procurement markets and outlines a possible solution to the current disadvantageous position of the European Union vis-à-vis third countries.
